浅谈如何完善招标代理行为及提高招标代理服务质量

　  【摘要】：随着经济的迅速发展，招标代理行为逐渐兴起，如何对其进行进一步的完善
并对招标代理的服务质量进行一定程度上的提高，成了人们十分关注的问题。我们研究的
课题是：浅谈如何完善招标代理行为及提高招标代理服务质量。近几年来，我国的工程招
标事业发展迅速，这得益于招标方式的创新，通过建设工程的招标代理可以有效的对其
进行推动。然而，在建设工程招标代理机构不断发展与壮大的过程之中，一些弊端与缺陷
也逐渐显现出来。因此，对于相关的招标代理机构来说，应该对自身的建设进行进一步的
加强，同时还应当对各个方面的因素进行充分的结合，这些因素主要包含工程状况、委托
人的意图以及市场上的承包队伍的现状。只有这样，才能够对招标代理行为进行进一步的

 

完善并在一定程度上对招标代理服务质量进行有效的提高

】: along with the rapid economic development, bidding behavior gradually arisen, 

how to further improve its and the bidding agent service quality to a certain degree increase, 
become very concern. Our topic was on how to perfect the bidding behavior and improve the 
service quality of the bidding agent. In recent years, China's engineering bidding undertakings 
have   developed   rapidly,   and   the   benefit   from   the   innovation   of   the   bidding,   through   the 
construction  project  bidding agent   can  effectively  on the   drive.   However,   in  the  construction 
engineering   bidding   agency   continuous   development   and   growth   of   the   process,   some 
disadvantages and shortcomings that have appeared gradually.  Therefore, in a related bidding 
agency, it should be to their own further strengthen the construction, and should also be to all 
aspects of the combination of factors fully, these factors include engineering status, the intention 
and the market of the present situation of the contracting team. Only in this way, can the behavior 
of bidding agent further improvement and to a certain extent to bidding agent effectively improve 
service quality

完善招标代理行为及提高招标代理服务质量的重要意义

　　对于建设工程招标代理来说，它主要是一种第三产业，且具有一定的智能性。从本质
上说，它其实是一种民间的委托代理，而要维护这种代理关系首先要保证招标人以及招
标代理机构双方自愿。根据《中华人民共和国招标投标法》的规定,
　　当招标人本身不具备编制招标文件和组织评标的相应专业力量时,可将工程招标事宜
委托给招标代理机构,招标代理机构在招标人的授权范围内行使自己的代理权利,同时也受
到相关义务的约束,依据招标投标法进行招标。因此，如果招标人缺乏相关的编制招标文
件一定专业力量时，可以进行对于工程招标的委托。随着近几年来招标代理行为的不断发
展与完善，人们越来越意识到实行建设工程招标代理，能够带来很大的好处，主要表现
在可以很大程度上对招标成本进行降低；促进市场健康发展，对招标投标的质量进行一
定程度上的保证，以此来实现对于招标覆盖面的扩大；同时，还能够对招标投标工作以
