摘要：加快转变经济发展方式，是我国当前乃至今后一个时期经济工作的主

要战略任务和目标。近年来，首都供水形势发生了深刻变化，水资源匮乏、原水

多样化、水质复杂不确定、供水能力不足等问题日益突出，作为承担首都安全供

水责任的国有企业，京水集团全面分析企业发展面临的新形势，认真学习实践科

学发展观，形成了“四个必须”的指导思想和推动集团科学发展的新共识，积极

转变企业发展方式，探索出一条适合首都供水企业全面协调可持续发展的有效途

径，使首都供水保障体系进一步完善，为首都的经济社会发展做出了贡献。

Abstract: Accelerating the transformation of economic development is

China's current economic work in the coming period as well as the main
strategic tasks and goals. In recent years, the situation of the capital
water supply has undergone profound change, water scarcity, diversity of
raw water, the uncertainty and complexity of water quality and lack of
capacity are becoming increasingly prominent. As the state-owned
enterprises of safe water supply to the capital, Beijing Waterworks
Group(BWG) is facing a new situation,

seriously study and practice the

scientific concept of development and form the “Four to” guiding ideology
and a new consensus of promoting scientific concept of development. BWG
has changed the enterprises development mode, explored an effective way
to sustainable development of water supply enterprises, further improved
the water supply system of the capital, and contributed itself to the
economic and social development of the capital.
