论建筑施工企业预算员如何做好工程竣工结算

一项具体且细致的工作，要切实做好对工程的竣工结算工作，预算人员必须认真，不能漏
算，也不能满算，不能多算，自然也不能少算。那么。建筑施工企业的预算人员应如何在服

all sorts of economic loss occurs. But the completion of a specific and settlement and meticulous 
work, to earnestly do project completion of the settlement, the budget officers must carefully, not 
leak calculate, also cannot be full, can't much calculate, nature also can't be less. So. Construction 
enterprises budget personnel should be how to obey the actual basis for the completion of the real 
objective  and  settlement?  To  investigate  this  question,  first  of  all,  we  need  to  combine  existing 
market  and  industry  environment,  the  completion  of  the  project  and  settlement  of  common

　　一、工程竣工结算的常见问题及影响因素

 

　　

 

　　工程竣工结算是一项同时关系建设企业与施工企业经济效益的系统性工作。在工程结算
的编审过程中，基于建设方与施工方所处立场以及身份和目的的不同，再加上预算人员结
算编审水平的差异，结算的编审结果往往会出现一定的差异。而由于这种编审差异和造成编
审差异的因素的存在，使工程竣工结算的整体质量受到影响。总结来看，目前我国工程竣工
结算工作中主要存在两点较为突出的问题：

 

　　

 

　　（一）工程预算多算、多报的问题时有发生

 

　　在现有的市场环境下，建筑工程项目进入竣工结算结算，往往会出现预算多报的情况。
而这一问题的发生通常是由于以下三点因素的影响：

 

　　第一，参与竣工结算的预算人员专业水平有限，结算知识和结算技能的不足，使计算
结果的准确性和精确性受到影响；

 

　　第二，利用合同中存在的开口进行多算。部分业主对于发包合同缺乏足够的重视，建设
企业并未在发包合同中对工程的竣工结算问题进行具体的约定，不涉及限制性的条款，因
此施工现场的签证中存在用词不严的问题，施工企业可借此来夸大施工的难度，不断地向
建设企业递交增加投资或者是严重施工工期的申请，所以施工企业在进行结算处理的时候
则可利用合同中的开口及其他漏洞来进行高估或者是多算，增加工程的总体投资；
