流域生态补偿制度的作用分析

【摘要】流域生态补偿现已成为恢复和保护流域内生态环境的重要措施。流域生态关涉到人与

生态环境的和谐相处、区域间协调发展、环境与经济的协调发展等问题。流域生态补偿机制的
理论依据在于水资源的生态价值理论、外部经济效应理论、卡尔多

—希克斯补偿理论。流域生

态补偿制度的完善需要在财政转移制度的完善、

“准市场”的建立、补偿费用的合理确定等方

面进行，同时应当从宏观与微观两个方面加强和完善流域管理委员会在流域生态补偿制度
中的作用。

 

【英文摘要】

 Ecological compensation in river basins has become the important method in resume 

and protect the entironment of river basins. River basins ecological play roles in the harmonious 
between  human  beings  and  entironment,  different  areas

’  development  of  river  basins  and 

harmonious between environment and economic. The logic of ecological compensation is based 
on  the  theory  of  water  resources  value,  the  theories  that  are  outside  resources  and  the  Kaldor-
Hicks Compensation. We should try our best to reform the finance-transfer system, establish the 
'quasi-market' and confirm the compensation fee reasonable. And also strengthen and consummate 
the water basin management organizations in ecological compensation in river basins from macro 
and microcosmic aspects.

　　流域生态补偿现已成为恢复和保护流域内生态环境的重要措施。整个流域生态的好坏，
不仅关涉到人与自然的和谐相处问题，关涉到

“代际公平”问题，更关涉到流域上、下游之间

的区域发展的公平问题，此类问题在跨行政区界的大江大河流域表现得尤为突出。流域生态
补偿机制的目的是构建起整个流域的

“环境友好型社会”，其理论依据在于水资源的生态价

值理论、外部经济效应理论、卡尔多

—希克斯补偿理论。我国尚未构建起流域生态补偿制度，

而实践中的一些做法也存在一定的缺陷，对其进行制度革新和完善就需要在财政转移制度
的完善、

“准市场”的建立、补偿费用的合理确定等方面进行，同时应当从宏观与微观两个方

面加强和完善流域管理委员会在流域生态补偿制度中的作用。
