要方面 :煤炭生产机械化 、

煤炭生产与环境保护 、

矿井矸石处理与利用 、

煤矿安全生产和提高资源

回收率 ,提出应计算煤炭完全成本 、

进行资源有偿使用 ,延长产业链 ,支持煤电合营 ,对输出资源

区进行补偿等一些决策意见 ,以经济手段对煤炭行业进行调控与管理.

Scientific Technique and Management in Coal Mining

Abstract : Characteri stics of coal indust ry and eco no mic activit y were fir stly analyzed and many

fatef ul p ro blems such a s reso urce wa ste , poo r co nditio n in p ro ductio n safet y , low efficiency ,

serio us enviro nmental dest ructio n , and low sci

2tech content etc both at present time and in the

f ut ure were di scussed in t hi s paper . The idea of p ro ductio n capacit y was p ut fo rward and five

main aspect s fo r scientific mining were expo unded as 1) mechanizatio n of coal mining , 2) coal

mining and enviro nment p rotectio n , 3) di spo sal and utilizatio n of mine waste , 4) mining safe

t y , and 5) imp rovement of reso urce recovery ratio . Several opinio ns fo r deci sio n

suggested such as 1) calculating t he co mplete co st of coal so a s to realize t he co mpensated use

of reso urces , 2) p rolo nging t he indust rial chain , 3) suppo rting t he joint operatio n of coal and

elect ricit y , 4) co mp ensating fo r t ho se areas w here reso urces expo rt , and 5) using eco no mic

means to adjust , co nt rol , and manage t he coal indust ry.
