Let’s suppose as an example, we are officials of a state’s bureau of prisons.
Let’s further suppose that we are given the task of decreasing recidivism in our
prison system.
The first thing we want to do is to make sure that we have clearly defined our
expectations and our needs. We’re going to do that by deploying surveys to our
citizens, to our staff, and to our prisoners.
Secondly, we’re going to analyze our historical data and attempt to establish our
Key Performance Indicators. These indicators will allow us to monitor the
effectiveness of our programs.
The third thing we’re going to do is to isolate our Key Performance Predictors.
Our predictors will allow us to make better determinations about how effective
our new programs will be.
The last step is to plan and re-design our programs. In this step we’re going to
take what we’ve learned about our agency and forecast future performance. This
is where we will determine the impact of our changes.
