Status quo and policy:
a study on import and export of China’s rare earth
resources

Abstract】 Rare earth is an important strategic resource, which has
sense of economy and military. China is the largest country in global rare earth reserves, which
has the resources advantage of factor endowments. Accompanied by other countries strictly
controlling mining and export of rare earth resources, and
reserving rare earth resources,
mining and cheaply exporting rare earth resources. Consequently, China's rare
earth resources have involved into "comparative advantage trap ", resource advantage is
impairing continually. At the same time, China does not possess the international pricing power
of rare earth, which has the resources and no interest. In addition, rare earth resources’ mining
and export brought many environmental problems. In order to adjust the structure of import and
export of rare earth resources, control the export volume of China's rare earth, improve the
export prices of rare earth, achieve sustainable development of China's rare earth resources and
environment, China implemented a series of rare earth resources in the import and export trade
policy. Our rare earth trade policy focuses on rare earth export policy, including the rare earth
export quota management, export tariffs, export enterprise qualification management. This
article will start from the import and export of rare earth resources, analyze and study the status
quo and policy of China’s rare earth, and offer some suggestions.
