环境规制对我国企业技术创新的影响—以

造纸企业为例

摘要：近年来，人们在加强环境规制治理工业污染的同时，就对环境规制政策可能对被规制
企业经济绩效等带来的影响给予了极大的关注。本文以造业企业为例，利用相关数据并本着
科学的原则选取了相关指标和计量模型，并对计量结果进行了检验。结果表明：环境规制强
度的适当增强，对造纸业技术创新产出能力的提高有正向的促进作用。另外，环境规制对于
技术创新的影响具有滞后性。

Impact of Environmental Regulation on Enterprises' 

Technological Innovation 

-Take Papermaking Enterprises as the Example

Abstract: In recent years, while strengthening environmental regulation to control industrial pollution, 
how the regulations and policies on the environment could influence such as economic performance of 
regulated enterprises had been paid to a great deal of attention. In this paper, taking papermaking 
enterprises for example, select related indicators and econometric models according to relevant data 
and based on scientific principles, at the same time, the measurement results are verified. The results 
show that: Increasing the environmental regulation intensity appropriately has a positive role in 
promoting the paper industry output capabilities of technological innovation. In addition, 
environmental regulation for the impact of technological innovation is lagging.

0  引言 

从 20 世纪 70 年代环境保护运动开始，人们在加强环境规制治理工业污染的同时，就对

环境规制政策可能对被规制企业经济绩效等带来的影响，给予了极大的关注。由于技术创新

在解决环境问题的同时又维持生产率增长中起着重要作用，能够激励技术创新的环境规制政

策有利于以最小的成本解决环境问题，环境规制对技术创新的影响从长期看可能是决定环境

保护工作成功或失败的重要因素。在可持续发展已经成为我国国家发展战略的背景下，造纸

业作为污染密集产业所引起的环境污染问题引起人们的广泛关注，而越加严格的环境规制也

对造纸产业的进一步发展产生着复杂的影响。 

目前，国内有关环境规制对我国造纸产业技术创新的影响及如何采取适当的政策措施刺

激造纸企业技术创新等问题，无论是理论研究还是实证研究都比较缺乏。本文试图就环境规
