摘　要：论文结合水利部信息化工作领导小组办公室和水

利部水利信息中心就水利信息化的管理体制和运行机制进

行的专题调研，对机构设置、职能定位、人员编制、制度法规

等体制情况，运行机制的信息化决策、信息项目建设、信息

系统运维、信息资源管理、经费保障、人才队伍建设等方面进

行了系统总结，分析了存在的问题，并提出对策和建议。关
