我国应急管理体制的问题和对策

摘要：

突发事件，是指突然发生，造成或者可能造成严重社会危害，需要采取

应急处置措施予以应对的自然灾害、事故灾难、公共卫生事件和社会安全事件。
建立一套完善的公共危机管理机制，形成有效的政府制度安排，及时的处理社
会公共危机，已成为政府管理中的大课题。我国处于社会转型期，公共危机问题
突出，本文结合我国具体国情进行分析给出建议和对策。
