 要：随着我国科学技术的不断进步和科学技术的不段增强，网络通信活动已经渗透

到人们生活的方方面面，不仅关系着我国经济社会的发展，也关系着人们日常的沟通交流，

因此通信设备在人们的生活中扮演着重要的作用。而通信工程安全管理措施的实施，则是通

信工程能够安全使用的基本前提。因此，笔者就通信工程安全管理的概念、内容、措施进行了

论述，以期对当前的通信工程安全管理有所帮助

Abstract: along with our country the ceaseless progress of science and technology and science 

and technology is enhanced, the network communication activity has penetrated into all aspects of 

people''s  lives,  not  only  relates  to  the  development  of  our  economy  and  society,  but  also  the 

people''s daily communication, so that the communication equipment in the people''s life plays an 

important  role  in.  While  the  communication  engineering  safety  management  measures,  is  the 

communication  engineering  can  safely  use  the  fundamental  premise.  Therefore,  the  safety 

management  in  communication  engineering  concepts,  contents,  measures  are  discussed,  with  a

　　通信工程安全管理是指在通信建设过程中，对所涉及到的安全问题进行管理。包括的主

要内容有通信工程建设单位的安全施工管理，通信施工建设活动主体的企业管理和通信工

程安全生产监理单位的管理。作为整个通信工程管理的核心所在，同时还是通信工程顺利使

用的重要保障，因而在整个通信工程管理者有着极其重要的作用。

1.通信工程安全管理的概念

　　通信工程安全管理是指在通信工程建设中对生产安全问题进行的管理，包括的主要活

动主题和活动内容有工程设计部门对生产安全的管理，工程施工单位对工程建设过程的安

全管理，以及生产建设监理单位对施工单位的监督管理。因为通信工程的安全管理不仅涉及

到人们的正常生活，还涉及到国家政治、经济、军事的正常运作。因此，通信工程安全管理对

保证整个通信的安全起着重要作用。
