市场，但从实际情况看，受经济全球化影响，中国与各《政

府采购协议》成员国缔约已在所难免。而将我国政府采购现

状与该协议具体规定相比较，不难发现中国政府采购正面

临诸多严峻挑战。因此，如何寻求途径使我们逐步与国际接

轨，是当前亟待解决的问题。其紧迫性也体现了研究的价值

所在。本文正是通过对市场经济条件下政府采购制度一般概

念及理论的分析，对相关国际组织政府采购规则的借鉴研

究，来探索政府采购及其管理的一般规范，以对完善我国

政府采购制度提供有益参考。

governmentexpenditure.Under  the  modern  market  economy  condition,  it  plays  the  keyrole  for 

strongthening  finance  expenditure  administration,  increasingthe  efficiency  of  using  the  financial 

capital  as  well  as  good  preventing  the  government  corruption.  On  Jan.  1,2003,  our  government 

procurement  law  began  to  take  effect,  it  indicated  the  formation  of  rudiment  of  China's  system 

.However, it is only the basic law, the following regulation system is needed to guarantee every 

purchasing  behavior  abides  to  the  law.  Besides,  the  description  for  some  clauses  are  neither 

concret nor exact, it may easily result to subjective assumption.Therefore, this situation brings the 

reforming  space  for  the  future  generation,  and  it  is  also  the  starting  point  of  the  theme.  After
