China  entered  into  WTO,  it  means  that  we  must  sign  the  Government  Procurement 

Agreement(GPA). To compare with the exact regulation of GPA, China government procurement 

now ia facing fierce challenge. So finding the right way to connect with outside is becoming one 

of the most important problem to solve, it also indicate the value for study. Through a series of 

analysis of concept and theory related to government procurement as well as using the regulation 

of  GPA  for  reference,  the  paper  reserches  the  universal  criterion  of  government  procurement 

system, and provide good reference for improving the system
