Abstract

In China in the field of construction, in recent years to rectify and standardize 

on construction market order, and in the next few years will continue to 

strengthen, the purpose is to adapt to the WTO, the management of engineering 
construction market needs. However due to the planned economy entrenched 

ideas, building market road since reform and opening up 20 years have been 
behind the other industries, and project cost is the most important reform. The
