Abstract 

In this paper, construction safety management system framework, construction safety 

organization management pattern, construction safety guarantee cost estimation method, and 

construction safety evaluation model of water conservancy and hydropower project are 

systematically and deeply researched on. The main contents are as follows: 

(1) Connotation of water conservancy and hydropower project construction safety 

management is defined; functions and elements of water conservancy and hydropower project 

construction safety management system are proposed in this paper. Interpretative structural 

model of water conservancy and hydropower project construction safety management system is 

constructed by using interpretative structural modeling technology; and construction safety 

management system of water conservancy and hydropower project is established.   

(2) Organization management pattern combination plans of water conservancy and 

hydropower project construction are analyzed; process model for construction safety 

organization management pattern selection of water conservancy and hydropower project is 

proposed; evaluation index systems of project corporation management mode selection and 

combination-matching scheme selection between contract mode and contract type are 

constructed; selection model of construction safety organization management pattern of water 

conservancy and hydropower project is established by using Fuzzy AHP method. 

(3) Connotation of construction safety guarantee cost of water conservancy and hydropower 

project is defined; estimation model of which is proposed based on the activity-based cost 

determination principles, and a process model is established. Decomposition method of safety 

work and safety activities is presented using project decomposition technology. Construction 

safety cost estimation model is established by parametric model method and regression analysis 

method etc. 

(4) A evaluation index system of water conservancy and hydropower project construction 

safety are established; a model for determining the weight of the static indexes is established by 

using triangle fuzzy AHP method; the connotation and determination method of the basic weight 

and the additional weight of the dynamic indexes are proposed; a evaluation model of water 

conservancy and hydropower project construction safety is constructed by using Cauchy 

distribution. 

(5) Taking a hydropower station project as an example,using research achievements of this 

paper, the construction safety management system is of which is established, the construction 

safety organization management pattern of which is chosen, the safety work breakdown structure 

of the flood discharge tunnel project and the safety work coding list of the stonework excavation
