食品安全

管理的公共管理视角分析

　　摘要：食物在一个社会的进步发展中是一种最基础的物质保障。随着社会的进步，公众

对食品的关注，已经从

“量”转移到“质”上。食品安全事件的频繁出现，也暴露了当前食品安

全管理上存在的诸多漏洞。本文从公共管理的视角出发，对于当前我国食品安全管理的现状

和相关问题进行分析，提出相应的意见和建议。

Abstract: Food in a society's progress development is one kind of most foundation material

safeguard. Along with society's progress, the public to food attention, already shifted “the nature”

from “the quantity” on. Food security incident's frequent appearance, also has exposed many

cracks which the current food safety control exists. This article carries out official duties the angle

of view which altogether manages to embark, carries on the analysis regarding the current our

country food safety control's present situation and the correlation question, gives the

corresponding comment and the suggestion.

　　一、食品安全管理与公共管理建设

　　管制是指为纠正市场失灵，保证市场秩序，拥有法律授权的管制者，依照相关法律、法

规对被管制者所进行的一系列管理、控制和监督活动。依据管制主体不同，管制可分为政府

管制和非政府管制两大类。政府管制是指政府基于公共利益或者其他目的，依据政府制定的

法律法规对被管制者的活动进行的管制。政府管制作为一种政策工具，是政府治理的手段之

一，是为实现政策目标而经常采用的具体治理方式。作为政府管制行为的一种，食品安全管

制是政府有关部门根据国家的食品质量安全法规和食品安全技术标准，对生产和流通领域

的食品进行检验和监督，实现对食品安全的有效控制，以保护消费者、生产者和社会公共利

益的活动。在我国食品安全关系到

13 亿人的健康和生命安全，而食品安全问题的出现构成

了对
